"Below 1 tonnage without notification" is an erroneous generalization

REACH registration is usually associated with a 1 ton per year threshold for each manufacturer or importer, but CLP's C&L notification is another obligation.ECHA is clear: when manufacturing or importing a substance classified as hazardous, it may be notified regardless of the quantity.

Judgment Sequence

Reach registration, CLP classification, C&L notification and SDS obligations should be judged separately, and one tonnage threshold cannot be substituted for all conclusions.
